Personal Services

Definition
Personal services is defined by Washington State law to be professional or technical expertise provided by a consultant to accomplish a specific study, project, task or other work statement, which may not reasonably be required in connection with a public works project. Personal service does not include purchased services or professional architectural / engineering (A/E) services. Personal service examples include:
  • Aerial photographers
  • Certification services
  • Executive recruitment
  • Grant writing
  • Graphic design services
  • Lobbying services
  • Staff augmentation
  • Training
Roster
The Port utilizes the MRSC shared Rosters. MRSC Rosters is an online shared small public works roster and a consultant roster for local Washington State governments to efficiently maintain contractor and consultant information. Selection Process
The Port generally utilizes the following selection process:
  • $25,000 or less is non-competitive - The Port may select a company from the roster or publish a request for proposal (RFP) in The Olympian
  • $25,001 to $199,999 is competitive - The Port will solicit responses from multiple firms from the roster or publish a request for proposal in The Olympian
  • $200,000 or more is competitive - The Port will publish a request for proposal in The Olympian and other publications as appropriate.
