June 25, 2024 Special Port of Olympia Citizens Advisory Committee Meeting: 6:00 PM

6:00 pm – Welcome and Call to Order

6:05 pm – Approval of Agenda

6:10 – 6:20 pm – Public Comment – 10 minutes

Citizens may address the POCAC/Commission with any items related to the agenda. Limit comments to 3 minutes per person. Members of the public may comment on agenda items and other port business.
NOTE: Guidelines for public comment can be found in the Commission Rules in Resolution 2022-09 Article VI.
– Comments should be directed to POCAC/Commission: Comments should be directed to the POCAC/Commission as a whole and should not include comments about individual Port staff or members of the public
– Courtesy: All speakers (members of the public, Port staff, the POCAC and Commissioners) shall be courteous in language and demeanor and shall confine remarks to those facts that are germane and relevant to the question or issue under discussion.

6:20 – 6:40 pm – Subcommittees and Norms
            
 Update: Two new POCAC incoming members
            – Decisions Needed: Budd Inlet advisory group and Destination Waterfront: Seven members, chair, vice, secretary – chair rotation and timing
            – Discussion: Using Robert’s Rules of Order to ensure there is space for each voice and order to discussion
            – Discussion:
               
o Publishing agendas online
                 o Posting three business days in advance
                 o Publishing minutes
                 o In-person or online, hybrid is challenging
                 o Advisory committees set meeting schedule that is published
            – Discussion:
         
        o Including minority opinions in decisions

6:40 – 7:00 p.m. Breakout Groups:  Budd Inlet Environmental and Destination Waterfront
            
– Decision:  Select officers
            – Decision:  Set regular meeting schedule and agenda-setting process. 
            – Discuss Assignment:  Draft purpose statement, scope of work.  Due date July 15.
            – Discuss Assignment:  Develop 2024 work plan in partnership with staff liaison input.  Due date July 15.

7:00 – 7:15 p.m. 2024 POCAC Meetings: Four left, July, Sept., Oct. Nov.
            – Decision:  Develop standing agenda items
            – Discussion:  Align work plan products for full POCAC review
            – Discussion:  Roles of chair, vice, secretary

7:15 – 7:30 p.m. Commission Meetings
            
 Discussion: Regular reporting to the commission at business meetings:  who, what and when, finalize at July meeting

7:30 – 7:35 p.m. Other Business 

7:35 p.m. Adjourn

All written comments will be compiled and sent to the POCAC Chair and Commissioners prior to the meeting.
Verbal public comment is accepted in person at the meeting.
If you are attending the meeting via Zoom, you may raise your hand during the meeting to give public comment.
